Windows Software Assurance per User is a new way to license Windows, putting users at the center of licensing for their devices. All of a user’s devices are covered through Windows Software Assurance per User, including devices that are running iOS or Android operating systems. Only the user’s primary work PC needs to be running a qualified operating system (such as Windows Pro). With Windows Software Assurance per User, Windows Enterprise Edition can be delivered across the user’s devices. This provides simpler license management because you count only users with primary PCs, instead of counting every single device.

To enroll, you must make an installed-base commitment to one or more of the following four Server and Cloud Enrollment components:
This means committing to full Software Assurance coverage across the installed base of a Server and Cloud Enrollment component. For the Core Infrastructure component, however, you commit to full System Center coverage on the Windows Server installed base through the Core Infrastructure Suites (CIS). Microsoft Azure is automatically available when you are enrolling in any of the other three components, and it can also be licensed standalone.
Enterprise Agreement Enrollments have been replaced by Server and Cloud Enrollment
The Enrollment for Application Platform (EAP) and Enrollment for Core Infrastructure (ECI) have been replaced by the Server and Cloud Enrollment. Customers with any of these enrollments should work with their Microsoft representative or partner to develop the best transition plan.
